So far, the forest fire management teams and research centers have shared experiences through training courses and cross-border exchanges.

International experts in the field of forest fires recommended the creation of a common platform to enhance the exchange of experiences and knowledge gathered up until today. In the light of this demand The Fire Ecology and Fire Management Paul Costa Foundation was created. The Foundation aims to be a platform with valuable information on forest fire management and also, to serve as an instrument for disseminating research conducted on the fields of forest fire management and fire ecology.

The main objectives of the Pau Costa Foundation are research in field of the ecology of forest fires, the creation of knowledge, tools and techniques for managing forest fires, and disseminate this knowledge to the technical personnel throughout training and other tools.

Pau Costa Alcubierre, was a forest fire analyst in the GRAF team, who died in the forest fire of Horta de Sant Joan on 24 July 2009, firmly believed in this project because of their experience throughout Europe in managing and fighting forest fires.
