The issue of large forest fires cannot be addressed with simple solutions based on beliefs and myths, or from biased or incomplete discourses. As a society, we have the responsibility to confront this challenge.<\/p><p>This statement is based on the data provided by science, the experience of firefighting services, and the needs of the territory. La problem\u00e1tica de los grandes incendios forestales no puede abordarse con soluciones simples, basadas en creencias y mitos, ni desde discursos sesgados o incompletos. Como sociedad, tenemos la responsabilidad de afrontar este reto.<\/p><p>La presente declaraci\u00f3n se fundamenta en los datos que nos aporta la ciencia, la experiencia de los servicios de extinci\u00f3n y las necesidades del territorio, y se basa en los resultados obtenidos en el <em>Foro de debate y propuestas de acci\u00f3n para la gesti\u00f3n de los grandes incendios forestales en Espa\u00f1a<\/em> (Madrid, 29-30 marzo, 2023), impulsado por la Fundaci\u00f3n Pau Costa), en el que participaron expertos\/as de la comunidad de incendios forestales de diferentes sectores y regiones.<\/p><p><strong>Declaramos que es necesario disponer de paisajes vivos, diversos, resistentes y resilientes a los grandes incendios forestales, y para ello consideramos lo siguiente:<\/strong><\/p><p><strong>1.<\/strong> Es necesario que la sociedad sea consciente de que los servicios de extinci\u00f3n no pueden hacer frente ellos solos a los grandes incendios forestales que, frecuentemente, se sit\u00faan fuera de capacidad de extinci\u00f3n.<\/p><p><strong>2.<\/strong> Hay que demandar que la sociedad sea corresponsable y asuma el riesgo inevitable de convivir con el fuego, puesto que la falta de gesti\u00f3n del paisaje lleva a escenarios indefendibles ante situaciones de grandes y simult\u00e1neos incendios forestales.<\/p><p><strong>3.<\/strong> Se debe exigir que los servicios de extinci\u00f3n y de prevenci\u00f3n puedan trabajar en paisajes seguros, para ellos y la sociedad.<\/p><p><strong>4.<\/strong> Es urgente gestionar anualmente, como m\u00ednimo, el 1%<sup>1<\/sup> de la superficie forestal a escala nacional (260.000 ha) para preparar el territorio frente al paso de los grandes incendios forestales, priorizando zonas estrat\u00e9gicas de actuaci\u00f3n.<\/p><p><strong>5.<\/strong> Para establecer la acci\u00f3n anterior urgente, inaplazable e imprescindible, es necesario destinar alrededor de 1.000M \u20ac\/a\u00f1o<sup>2<\/sup> para gestionar el paisaje forestal a escala nacional. Esta acci\u00f3n requiere un mantenimiento peri\u00f3dico para ser efectiva.<\/p><p><strong>6.<\/strong> Se debe planificar y gestionar el territorio teniendo en cuenta la particularidad y riesgos de cada situaci\u00f3n, fomentando donde sea necesario la heterogeneidad del paisaje y promoviendo la conservaci\u00f3n de la naturaleza, con el apoyo de herramientas como la selvicultura, el uso del fuego y la herbivor\u00eda (dom\u00e9stica y salvaje), entre otras.<\/p><p><strong>7.<\/strong> Es prioritario planificar, ejecutar y mantener el 100% de las infraestructuras de protecci\u00f3n en las zonas de interfaz urbano-forestales de Espa\u00f1a a fin de garantizar la seguridad de los ciudadanos\/as. Se deben asegurar los recursos y medios para que las administraciones competentes lo puedan gestionar.<\/p><p><strong>8.<\/strong> Es urgente que la administraci\u00f3n y los residentes afectados, desarrollen y ejecuten planes de autoprotecci\u00f3n de urbanizaciones e infraestructuras frente a incendios forestales.<\/p><p><strong>9.<\/strong> Es fundamental potenciar un mundo rural vivo, con un sector primario medioambientalmente sostenible, fomentando el consumo de productos locales y la puesta en valor de los productos forestales (madereros y no madereros).<\/p><p><strong>10.<\/strong> Son necesarias medidas econ\u00f3micas como la disminuci\u00f3n de la presi\u00f3n fiscal para habitantes y gestores del mundo rural, y la asunci\u00f3n del pago por servicios ecosist\u00e9micos por parte de la sociedad.<\/p><p><strong>11.<\/strong> La conservaci\u00f3n de la biodiversidad es una prioridad, y se debe garantizar que sea compatible con la gesti\u00f3n para la prevenci\u00f3n de incendios forestales.<\/p><p><strong>12.<\/strong> La preservaci\u00f3n y gesti\u00f3n de los espacios naturales protegidos debe integrar, en zonas de alto riesgo, actuaciones de prevenci\u00f3n de grandes incendios forestales, adaptadas a los reg\u00edmenes de fuego, identificando zonas estrat\u00e9gicas de actuaci\u00f3n en el interior de los mismos y asegurando la conservaci\u00f3n de los valores y servicios ambientales que se quieren defender.<\/p><p><strong>13.<\/strong> Es necesario, mediante la investigaci\u00f3n, la educaci\u00f3n y la comunicaci\u00f3n, trabajar para lograr la convergencia de las visiones urbana y rural sobre los escenarios actuales de grandes incendios forestales. Debe hacerse hincapi\u00e9 en que el fuego es un elemento natural y cultural que ha moldeado nuestro paisaje y en la existencia de un riesgo inevitable a pesar de que se implementen medidas en el territorio.<\/p><p><strong>14.<\/strong> Es necesario disponer de estad\u00edsticas anuales actualizadas a nivel nacional, con datos de impacto sobre extinci\u00f3n y prevenci\u00f3n de incendios forestales. Estos datos deben cubrir a grandes rasgos, el comportamiento de fuego forestal, la tipolog\u00eda de operaciones desplegadas y su coste, as\u00ed como el n\u00famero y extensi\u00f3n de las acciones de prevenci\u00f3n, tanto planificadas como ejecutadas.<\/p><p><strong>15.<\/strong> Se debe legislar integrando la gesti\u00f3n de los incendios forestales en pol\u00edticas estatales, europeas y sectoriales (conservaci\u00f3n, urban\u00edsticas y agrarias, principalmente), que anticipen, garanticen y financien la necesidad de atender prioritariamente la gesti\u00f3n preventiva del territorio.<\/p><div style=\"font-size: 13px; line-height: 1.3; margin-bottom: 10px;\"><sup>1<\/sup> Finney Mark A., Seli Rob C., McHugh Charles W., Ager Alan A., Bahro Bernhard, Agee James K.
